Dr. Matteo E. BONFANTI


Matteo E. Bonfanti is Ethical, Legal and Fundamental Rights expert with a focus on security. Presently he serves as Senior Researcher at the ETH Center for Security Studies. Before joining the CSS, Matteo was researcher at the Institute of Law, Politics and Sustainability of the Scuola Superiore Sant’Anna, the Centre for Science, Society and Citizenship in Rome, the Central European University in Budapest. In 2008 he served as research assistant at the office of the European Data Protection Supervisor (EDPS) in Brussels. Matteo has been actively involved as researcher and ethical and fundamental rights advisor in several EC and EDA funded projects since 2010.

Matteo's research activities focus on the policy, legal and fundamental rights – privacy and data protection – implications generated by targeted initiatives adopted by the EU and its Member States to foster their internal security. These include the development and adoption of new technical, technological and organisational solutions to enhance policing and intelligence cooperation, cyber-security, as well as crisis and emergency management (CBRN in particular).

Matteo holds a PhD in International Fundamental Rights Law from the Scuola Sant’Anna di Pisa, where he wrote his dissertation on the privacy and data protection implications of information-sharing by EU law enforcement and intelligence agencies. In 2016 he was awarded the title Master Privacy Officer and Privacy Consultant by FEDERPRIVACY.
